The parties noted that the scope of the front end engineering and design work performed by the Company in the Republic had increased considerably in 2012. It amounted to nearly RUB 785 million between 2006 and 2011 with RUB 500 million slated for 2012. As in prior years, funds will be allocated for the front end engineering and design work required to construct the Murmansk – Volkhov gas trunkline which will ensure gas transmission from the Stockman gas and condensate field into the Unified Gas Supply System.

The Board of Directors addressed potential opportunities for Gazprom to expand its presence in the global gas market and related markets, such as power generation and gas chemistry.
The Gazprom Management Committee was tasked to proceed with the following key measures aimed at expanding the Company's presence in the global market:
- expanding the existing corridors and creating the new ones for pipeline gas export to Europe;
- arranging pipeline gas supplies to Asia-Pacific countries;
- nhancing the export portfolio with additional volumes of liquefied natural gas (LNG) to be delivered, inter alia, from the Shtokman project and prospective LNG facilities in the Far East;
- developing small deliveries of LNG and compressed natural gas abroad;
- selecting and implementing power generation projects in Europe.
The Gazprom Board of Directors took notice of the information relevant to administrative barriers and obstacles impeding the Company's growth and deriving from the European Energy Charter, established rules for acquisition of stakes in Europe's gas transmission systems as well as from the limitations on engagement in the gas consumption infrastructure development in Asian countries.
The Management Committee was tasked to continue the efforts on identifying obstacles to Gazprom Group's growth abroad and taking the appropriate measures to protect the Company's interests.
