Vitaly Markelov, Deputy Chairman of the Management Committee of Gazprom, and Maxim Liksutov, Deputy Mayor of Moscow in the Moscow Government, Head of Moscow’s Department for Transport and Road Infrastructure Development, signed today at the St. Petersburg International Economic Forum 2017 an Agreement to promote the use of natural gas as a vehicle fuel.
The Agreement is aimed at developing and implementing investment projects for the construction of refueling infrastructure for passenger natural gas vehicles, as well as increasing the number of gas-powered buses in Moscow.
By 2025, it is planned to expand Moscow’s NGV refueling infrastructure by building facilities with an aggregate capacity of at least 136 million cubic meters of gas per year, with Moscow’s bus fleet adding no less than 3,000 gas-driven vehicles.
The parties also intend to further their cooperation with regard to the use of natural gas in railroad and river transportation.

On May 11, 2017, a temporary two-way checkpoint had become operational on the Russian-Chinese border for the construction of the Power of Siberia gas pipeline’s crossing under the Amur River. The parties began to discuss the exact starting dates for gas supplies via Power of Siberia under the existing contract.

Construction of the TurkStream gas pipeline was commenced today in the Black Sea near the Russian coast. Pipelaying is carried out by the Audacia vessel owned by Allseas, the construction contractor for both strings of the gas pipeline's offshore section. The vessel will be also used for pipe pulling through microtunnels. Construction works for the TurkStream gas pipeline in the deep-water area will be performed by the Pioneering Spirit pipe-laying vessel.
“Today, we started the practical implementation of the TurkStream gas pipeline project: pipe-laying within the offshore section. By late 2019, our Turkish and European consumers will have a new, reliable source of Russian gas imports,” said Alexey Miller, Chairman of the Gazprom Management Committee.

Gazprom is looking into the possibility of retaining Russian gas transit to EU countries across Ukrainian territory beyond 2019, when the existing gas transit contract is due to expire, according to Gazprom Chief Executive Alexei Miller. But transit volumes will be sharply reduced. Miller made the following comments in an interview with Reuters.
"As for transit through Ukraine after January 2020, we have already said that we are ready for talks... However, we can only talk about much smaller volumes, possibly around 15 billion cubic meters (cu.m.) of gas a year for countries which border Ukraine.”

Alexey Miller, Chairman of the Gazprom Management Committee, and Vladimir Semashko, Deputy Prime Minister of the Republic of Belarus, signed today in Moscow the Protocol between Gazprom and the Government of the Republic of Belarus on the pricing procedure for natural gas supplied to Belarus.

The Protocol defines the pricing procedure for 2018–2019. Pursuant to the document, the pricing will be based on a price formula linked to the price of gas in the Yamal-Nenets Autonomous Area.
Over the course of 2017, gas will be supplied under the existing contract.

Georgian Energy Minister Kakha Kaladze has said his country will not be buying any more gas from Russia before the end of 2017. He made the comments while speaking to the Georgian Public TV channel, TASS reports. 
"For the amount of money that Georgia receives from Gazprom for the transit of Russian gas to Armenia, we have the opportunity to buy gas from Azerbaijan and, if necessary, from Iran," said Kaladze.
He added that if necessary, Georgia will have the opportunity to receive Russian gas at discounted prices.
Georgia ceased purchasing gas from Gazprom in 2007. Meanwhile, the country received gas for the transit of Russian gas to Armenia (10 percent of the supply). Under the new contract with Gazprom in 2017, the transit will be paid with money and raw materials, and in 2018 only with money.

The global oil producer is also reportedly likely to close down filling stations in the Moscow, Tula, Orenburg, Vladimir, and Bryansk regions, as well as in the Republic of Chuvashia.
LUKoil is understood to operate over 2,500 gas stations in Russia, controlling 21 percent of the market in the regions in which it’s present.
"The company is now looking for a suitable buyer to approach," the source quoted by gazeta.ru said."The plan is to find long-term investors in Russia. Failing that, LUKoil will look to China or the Middle East." The source also explained that the company's move is linked to the unfavorable market situation in a number of Russia’s regions. No target selling price was named, but it’s understood that LUKoil is not planning to sell short.

It was noted that, as in previous years, the Company had fulfilled all of its obligations for reliable gas supplies to domestic consumers over the course of 2016.
However, the high level of the Russian consumers’ overdue debt for the gas delivered by Gazprom remains a pressing issue. In 2016, the total outstanding amount added some 6 per cent and reached RUB 161 billion as of January 1, 2017. Over 83 per cent of the debt is held by heating suppliers, the population, and electric power companies.
Gazprom implements a set of measures to improve the financial discipline. As a result, 2016 saw a marked decrease in the growth rate of overdue debt compared to 2015, when the growth rate stood at about 19 per cent.

Gazprom agreed to remove terms from natural gas contracts that restricted buyers' rights, said the European Commission in a press release. In particular, the move calls for lifting the ban that prevented European customers from reselling Gazprom-supplied gas to other countries.
