19:38 Gazprom.RuOverdue gas debt of Russian consumers shows slower growth

The Gazprom Board of Directors reviewed the information about the strengthening of the financial discipline with regard to domestic gas supplies and about the Company's efforts aimed at addressing gas debt repayment.
It was noted that, as in previous years, the Company had fulfilled all of its obligations for reliable gas supplies to domestic consumers over the course of 2016.
However, the high level of the Russian consumers’ overdue debt for the gas delivered by Gazprom remains a pressing issue. In 2016, the total outstanding amount added some 6 per cent and reached RUB 161 billion as of January 1, 2017. Over 83 per cent of the debt is held by heating suppliers, the population, and electric power companies.
Gazprom implements a set of measures to improve the financial discipline. As a result, 2016 saw a marked decrease in the growth rate of overdue debt compared to 2015, when the growth rate stood at about 19 per cent.

Gazprom agreed to remove terms from natural gas contracts that restricted buyers' rights, said the European Commission in a press release. In particular, the move calls for lifting the ban that prevented European customers from reselling Gazprom-supplied gas to other countries. Furthermore, Gazprom agreed to ensure the supply of gas from Hungary, Poland and Slovakia to the Baltic states and Bulgaria along its networks.
Gazprom also proposed changing its gas pricing mechanism, making it easier to revise prices.
"We believe that Gazprom's commitments will enable the free flow of gas in Central and Eastern Europe at competitive prices," noted Margrethe Vestager, the commissioner in charge of competition policy. Belarus' debt for Russian gas supplies has reached $600 million at the moment, Russia’s Deputy Prime Minister Arkady Dvorkovich said on the sidelines the Russian Investment Forum in Sochi on Feb. 27.
"The underpayment amounts to around $600 mln," he said.
Disagreements regarding the gas issue "persist" between Russia and Belarus, Dvorkovich said.

How serious is the row between Russia and Belarus?
Belarus and Russia have been negotiating a reduction in gas prices since early 2016. Minsk insisted on lowering the price of Russian natural gas from $132 to $73 per 1,000 cubic meters and demanded that Russia switch to equal netback pricing.
In response to underpayment of around $300 mln for Russian gas supplies Moscow cut its tax-free oil supplies to Belarus by more than a third. In end-2016, Belarus transferred an advance

"This week has already become record-setting for Gazprom. This is the fourth day in a row that the company hits all-time highs of daily supplies to non-CIS countries. The new all-time record reached on January 27 topped 636.4 mln cubic meters," the report said.
Hungary, Serbia and Bulgaria demonstrated the strongest dynamics in terms of growth of gas purchases from Russia in the period between January 1 and 27, with an 11.2%, 5.1% and 15.9% rise year-on-year, respectively, Gazprom said.
Earlier the company’s board chairman Viktor Zubkov said that 2017 gas supplies to non-CIS countries may be higher than last year’s though this depends on a variety of factors. Particularly, Gazprom gas exports to non-CIS countries surged 23.7% (or 2.7 bln cubic meters) on January 1-23, 2017 to 14.1 bln cubic meters.

22:03 WhatReallyHappened.comWhy The Keystone Pipeline Will Actually RAISE Gas Prices In the U.S.

Big Oil Is Gaming the System to Raise Domestic U.S. Prices
Bloomberg notes:
Completion of the entire [Keystone] pipeline would raise prices at the pump in the Midwest and Rocky Mountains 10 to 20 cents a gallon, Verleger, the Colorado consultant, said in an e-mail message. The higher crude prices also would erase the discount enjoyed by cities including Chicago, Cheyenne and Denver, Verleger said.
CNN Money reports:
Gas prices might go up, not down: Right now, a lot of oil being produced in Canada and North Dakota has trouble reaching the refineries and terminals on the Gulf. Since that supply can’t be sold abroad, it reduces the competition for it to Midwest refineries that can pay lower prices to get it.
Giving the Canadian oil access to the Gulf means the glut in the Midwest goes away, making it more expensive for the region.

21:35 TheStar.comGas prices to rise 5 cents per litre in Ontario after pipeline explosion

A fuel pipeline explosion in Alabama is expected to cause a temporary five cent per litre increase in gas prices in Ontario. And, while experts say this spike is only temporary, there could be a permanent price jump in 2017 thanks to new industry regulations.
On Monday, a piece of excavation equipment hit the Colonial Pipeline near Helena, Alabama, causing a blast that killed one repair worker and injured five others.
The Colonial Pipeline Company shut down its two main lines, which run from Texas to the New York harbour and typically carry two million barrels of fuel per day.
The prospect of fuel shortages in the Northeastern U.S. has Canadian gasline price analyst Dan McTeague guaranteeing a five-cent-per-litre rise.
“As it looks, the increase is going to bite on Thursday,” he said.

European Commission ruling allows Russian gas giant 50% of line’s capacityThe European Commission has authorized Russian gas giant Gazprom to use the Opal pipeline linking its Nord Stream pipeline with the Czech Republic and Germany.
The European Commission has decided to exempt 50 percent of Opal's capacity from third party access rules, which limit the energy producing companies' control over distribution networks, according to a press release on the EC website.
Finally, a green light for Russia’s Turkish Stream gas pipeline
Gazprom could thus gain full access to the European gas pipeline, which connects Russia's Nord Stream gas pipeline with the Czech Republic and Germany, for the first time since its launch in 2011.
According to a Wall Street Journal source, Gazprom now reserves the exclusive right to use 50 percent of Opal's capacity, while another 30-40 percent will be put up for auction, in which the company will be able to take part.
