A working meeting between Alexey Miller, Chairman of the Gazprom Management Committee, and Wang Yilin, Chairman of the Board of Directors of CNPC, took place today in Beijing.
The parties addressed current issues related to strategic cooperation, noting in particular that the project for Russian gas deliveries to China via the eastern route was right on schedule. On May 11, 2017, a temporary two-way checkpoint had become operational on the Russian-Chinese border for the construction of the Power of Siberia gas pipeline’s crossing under the Amur River. The parties began to discuss the exact starting dates for gas supplies via Power of Siberia under the existing contract.
The parties touched on the project for gas deliveries from Russia’s Far East in the context of the commercial negotiations launched with the view of reaching an agreement on the supply terms by late 2017.
Following the meeting, three contracts were signed in the presence of Alexey Miller and Wang Yilin

Construction of the TurkStream gas pipeline was commenced today in the Black Sea near the Russian coast. Pipelaying is carried out by the Audacia vessel owned by Allseas, the construction contractor for both strings of the gas pipeline's offshore section. The vessel will be also used for pipe pulling through microtunnels. Construction works for the TurkStream gas pipeline in the deep-water area will be performed by the Pioneering Spirit pipe-laying vessel.
“Today, we started the practical implementation of the TurkStream gas pipeline project: pipe-laying within the offshore section. By late 2019, our Turkish and European consumers will have a new, reliable source of Russian gas imports,” said Alexey Miller, Chairman of the Gazprom Management Committee.

Gazprom is looking into the possibility of retaining Russian gas transit to EU countries across Ukrainian territory beyond 2019, when the existing gas transit contract is due to expire, according to Gazprom Chief Executive Alexei Miller. But transit volumes will be sharply reduced. Miller made the following comments in an interview with Reuters.
"As for transit through Ukraine after January 2020, we have already said that we are ready for talks... However, we can only talk about much smaller volumes, possibly around 15 billion cubic meters (cu.m.) of gas a year for countries which border Ukraine.”

The Protocol defines the pricing procedure for 2018–2019. Pursuant to the document, the pricing will be based on a price formula linked to the price of gas in the Yamal-Nenets Autonomous Area.

Georgian Energy Minister Kakha Kaladze has said his country will not be buying any more gas from Russia before the end of 2017. He made the comments while speaking to the Georgian Public TV channel, TASS reports. 
"For the amount of money that Georgia receives from Gazprom for the transit of Russian gas to Armenia, we have the opportunity to buy gas from Azerbaijan and, if necessary, from Iran," said Kaladze.
He added that if necessary, Georgia will have the opportunity to receive Russian gas at discounted prices.
Georgia ceased purchasing gas from Gazprom in 2007. Meanwhile, the country received gas for the transit of Russian gas to Armenia (10 percent of the supply). Under the new contract with Gazprom in 2017, the transit will be paid with money and raw materials, and in 2018 only with money.

The global oil producer is also reportedly likely to close down filling stations in the Moscow, Tula, Orenburg, Vladimir, and Bryansk regions, as well as in the Republic of Chuvashia.
LUKoil is understood to operate over 2,500 gas stations in Russia, controlling 21 percent of the market in the regions in which it’s present.
"The company is now looking for a suitable buyer to approach," the source quoted by gazeta.ru said."The plan is to find long-term investors in Russia. Failing that, LUKoil will look to China or the Middle East." The source also explained that the company's move is linked to the unfavorable market situation in a number of Russia’s regions. No target selling price was named, but it’s understood that LUKoil is not planning to sell short.

It was noted that, as in previous years, the Company had fulfilled all of its obligations for reliable gas supplies to domestic consumers over the course of 2016.
However, the high level of the Russian consumers’ overdue debt for the gas delivered by Gazprom remains a pressing issue. In 2016, the total outstanding amount added some 6 per cent and reached RUB 161 billion as of January 1, 2017. Over 83 per cent of the debt is held by heating suppliers, the population, and electric power companies.
Gazprom implements a set of measures to improve the financial discipline. As a result, 2016 saw a marked decrease in the growth rate of overdue debt compared to 2015, when the growth rate stood at about 19 per cent.

Furthermore, Gazprom agreed to ensure the supply of gas from Hungary, Poland and Slovakia to the Baltic states and Bulgaria along its networks.
Gazprom also proposed changing its gas pricing mechanism, making it easier to revise prices.
"We believe that Gazprom's commitments will enable the free flow of gas in Central and Eastern Europe at competitive prices," noted Margrethe Vestager, the commissioner in charge of competition policy. Disagreements regarding the gas issue "persist" between Russia and Belarus, Dvorkovich said.

Gazprom set a new record of daily gas supplies to non-CIS countries of 636.4 mln cubic meters on Jan. 27, the company said.
"This week has already become record-setting for Gazprom. This is the fourth day in a row that the company hits all-time highs of daily supplies to non-CIS countries. The new all-time record reached on January 27 topped 636.4 mln cubic meters," the report said.
Hungary, Serbia and Bulgaria demonstrated the strongest dynamics in terms of growth of gas purchases from Russia in the period between January 1 and 27, with an 11.2%, 5.1% and 15.9% rise year-on-year, respectively, Gazprom said.
Earlier the company’s board chairman Viktor Zubkov said that 2017 gas supplies to non-CIS countries may be higher than last year’s though this depends on a variety of factors. Particularly, Gazprom gas exports to non-CIS countries surged 23.7% (or 2.7 bln cubic meters) on January 1-23, 2017 to 14.1 bln cubic meters.

Gas prices might go up, not down: Right now, a lot of oil being produced in Canada and North Dakota has trouble reaching the refineries and terminals on the Gulf. Since that supply can’t be sold abroad, it reduces the competition for it to Midwest refineries that can pay lower prices to get it.
Giving the Canadian oil access to the Gulf means the glut in the Midwest goes away, making it more expensive for the region.

Iran has admitted over 20 international energy firms, including Gazprom, to tenders for the country’s new oil and gas projects, the National Iranian Oil Company (NIOC) reported on its website on Jan. 4.
The list includes France’s Total, Anglo-Dutch Shell, Italy’s Eni, China National Petroleum Corporation (CNPC), Malaysian Petronas and others.
"Iran plans to award new projects to the companies it has qualified through a new format of oil sector contracts," the NIOC said.
The new format is replacing buyback deals. Under a buyback deal, the host government agreed to pay the contractor an agreed price for all the volumes of hydrocarbons the contractor produces, the NIOC said in a statement.
"But from now on, the NIOC will set up joint ventures for crude oil and gas production with international companies which will be paid with a share of the output," the statement said.

The Asian Infrastructure Investment Bank (AIIB) has approved its biggest loan so far for the construction of a gas pipeline connecting Azerbaijan to Turkey and Southern Europe.
The Beijing-based AIIB will lend US$600 million to the Trans-Anatolian Natural Gas Pipeline Project (TANAP) which, when completed, will transport natural gas from fields in Azerbaijan through Georgia into Turkey and then onto markets in Southern Europe.
The bank said investment in the project, which will be financed together with other multinational lenders including the World Bank as well as commercial investors, was vital for linking the South Caucasian country with new markets.
“This crucial upgrade of energy infrastructure between Asia and Europe will further strengthen the economy of Azerbaijan while underpinning energy security in Turkey, as well as several countries in southern Europe,” AIIB Vice-President DJ Pandian said in a statement on Wednesday.
